Cannot open submenus and menu is closing very fast

It is getting even stranger - this possibility is missing now in the backend, so I can't change it anymore... (updated to 9.0.13 today, maybe that is the reason?)

the mouseover feature was introduced in 1.1.3 ... :

First of all: when I insert a "custom text" + instead of the icon, it is displayed. Further Problem: do have the same look, I also inserted a "custom text" - instead of the - icon, but that is ignored as you can see.

And the open-setting was "click" I switched it now to "mousover" which has no effect, it still opens only on a click and it still closes after a few seconds...
