Problems IE with menu Going Behind Other Elements

please tell me which template position you are uisng

I have tried different positions. Drawer, top-a, and navigation. When I did navigation none of the submenus would show up. The other strange thing I am noticing is that only the first item in the submenu can I click. If I try to go to the second or lower item in the submenu the entire submenu disappears. Again this only happens in IE. I have also set the z index to the maximum number that I believe it can be set to.
