limit modules accessibility

My site has tons of modules. In my case a manager managing menus in a backend should only see modules that he has an access to.
Can you please point me in the direction where I can change the sql query that will limit the access only to those modules that a manager is allowed to view?

Yes, it is. Sorry, perhaps I was not clear enough. I meant the listing of modules when I try to pick a module in a menu item from a selector module page. The selector will list every module despite if a user has Joomla permission to view/access them.
