The same menu is now added underneath using mod_menu:

ok
the problem is the same
the "Filing" parent item has no active or current class applied to it.
Try to find in the joomla forum what can be the cause of your problem, the active class is needed for the menu to know that the submenu must be opened

I don't know if I changed this, but now the core menu has the active and current classes, but your's does not. If it would help to give you access, let me know.

please compare the settings between both modules for the menu, start & and leve, base item, and see if you have any difference

So if the base is set to something other than current, it doesn't work. To me, that is a core Joomla problem. I have tried using Menu Item Alias and that seems to work. So I'll move forward with that. Thank you for your help and attention.

Except that now I see that the top menu item doesn't link to the same page (blog listing) as the main menu because it is only activating the accordeon. I can't find a setting for that. I want that top item - 'Filing' - to open/close the submenu and ALSO load the page content. Is that possible?
