Hi CEd, a quastion for me? 
Symple, in my opinion:
In first: NO, because a doble way could mean double bugs! So at the begin NO, till I'm sure 101% my ssystem is really stable.
Then: YES, because, If I understood well How TCCK work and its potentiality (together with Joomla ACL), in next future I'll can give a way to my customers to work on their template without giving them an Administrator access, but just using and taking advantage of your "Front End Panel". So, all tools to work on templates have to be included into your "Front End Panel".
For ex. In a solution of this kind, one of the things that will be needed is the way to set and personalize the "Front End Panel" look and its "Login Module" with my portal logo and colour...
