Possible bug in right column?

In the below screenshot, there appears to be a module position above both the magenta coloured box and the vertical alignment buttons. I cannot add an icon to this area as that option did not appear in the left pane window.




However I have managed to place icons next to the module titles in the module positions that I have put within the magenta box.




Unfortunately when I try to Edit the styles (add 15px to both left and right), something crazy happens and I gets lots of icons suddenly appearing.



The template was built from blank using layout 14.

I have replicated this by creating a brand new template using Layout 14 and same issues.
