Scroll not working??

I'm trying to use this plugin on a Rockettheme template "Scirocco" which is using Gantry v4.1.29 as well as PHP 5.4.45.

I used it on a Gantry 5 site with no problems but, for some reason, the smooth scroll doesn't work on this freshly installed template.

Any ideas?

Any help would be appreciated as my site was hacked and I need to be up and running again after the weekend.
