Calling an anchor from external pages

Hi.
Please, I want just to be sure I've correctly understood how Scroll To works.
I set an anchor to a h2 title in my page ( www.mysite.it/mypage.html#myanchor )
If I link this anchor from an external page, it seems I don't need to specify the scrollTo class within the <a></a> tag: the Scroll To smoothing works anyway.
It appears as a miracle to me! Did I understand correctly how Scroll To works?

I have updated the behavior, now it scrolls to the anchor if the hastag is set in your url. It does not look for any anchor in the page to do that, it is automatically
