Two text editors in the same interface?

I have attached a picture showing two text editors, but they do not understand each other.
How is that?

the styling options in the left panel apply to the whole block
the editor settings can be used only on a text selection, or a single paragraph
there is no link between theses settings

the buttons appear twice, because I have not managed for now to avoid this in Joomla 4. And believe me, I have tried !
