PageBuilder automatically turns an h3 into a tab in an accordion!

this is a great feature !
seriously, yes the tabs are based on the H3, this means also that in your case you are putting a H3 under another H3 and this is not really recommended for the SEO
This could be changed in the script if really needed ...
