Pagebuilder drag and drop images in Chrome

I am working on a site on an Intranet using windows WAMP.

I cannot drag and drop images in Chrome. When I try, it shows the green bar loading but never completes. I also am not able to select existing images and the preview of existing images just have a spinning icon.

The message that looks like it might be part of the problem in Chrome inspector console says:
index.php?option=com_pagebuilderck&task=ajaxAddPicture&b68c8e5fa3e6e34ab6a93676094ff96f=1=1:1 Failed to load resource: the server responded with a status of 404 (Not Found)

I am able to drag and drop images in Chrome using the JCE editor in the default Jooomla articles and I am able to drag and drop images to the logo element in template-creator ck.
Any ideas appreciated.
