First you have a problem with your joomla version : Joomla! 3.5.1

I think that this is the problem because the tinymce version is not the same and it renders a JS error.
Please check if you can update and how (be careful to have backup and check what necessary, I'm not responsible of this update)

I have updated to joomla to version to 3.6.5 and I still have the error "
Error
Unable to display an editor because no editor plugin is published."

for info, joomla is now 3.8.8 (not 3.6.5)

I have updated to version 3.8.8 and still shows the same error.
