Update to 2.1.3 not getting updated

Whenever i try to update, it tells me that it's still as 2.1.2 and needs updating. Tried 3 times from the joomla updater and downloaded from here all same result.

this is my fault, now fixed in the xml.
the files were updated but not the information. You can update now and it will be ok
