After creating a page how can I change it's Category or permissions?

to use categories and permissions you must use the pagebuilder editor into the joomla articles, and not pagebuilder pages

in pages, it does not exists
You must use the articles, then you can do what you want. You can of course change all options after switching to pagebuilder because it will only replace the editor
