Odd behavior - mobile menu custom html floats above mobile menu

What would cause a conflict that would make the custom html float above the menu? I have created the custom html as I did in dev and it's working there. Any suggestions?

in the mobile options, set the position to "top fixed"
for now your mobile menu is not top fixed, it's just in the top of the body
