Place to open: Whole menu bar

Hello, 

if i set the place to open to "whole menu bar", the whole menu bar is klickable from the second level onwards but not in the first level. There I can open the next level only, if i click onto the plus. Is this an error or is there another setting to correct this?

the option works as exected because it affects only the menu bar where you have the hamburger icon, not the items
if you want to do that on the items, you can use the css as explained in the doc
