please try with the template Protostar , pubish the menu module in a position of the template and see if it works
if yes, then the problem comes from the overrides, and you shall be able to remove the override of the mod_menu from your template

I can't just change the template on the production site. So I made a backup and put it elsewhere.
Then I switched the template. So it works on Protostar.
Please, so where is the problem? I did not use any "override".
I can give you access to that backup website. I just need to know your country so I can unblock access to the admin..

this is something from your template
try to edit in the menu module >> advanced >> layout >> select another layout if got it
else you can try to use the free version of Maximenu CK
www.joomlack.fr/en/joomla-extensions/maximenu-ck
which is fully compatible with the mobile menu and where your template will not interfer
