you must add it in your template files, this is the only reason why your font is too small. For info this is not depending on the mobile menu, this is really a design issue from the template
nowadays every template includes this meta tag, so may be that you can as the template developper to fix it

One more thing. The presets all appear with sub menu items visible. Can we close them?

you shall check the options available in the custom menu settings, you can choose the behavior to be accordion for example
