I'm using Params and I don't have a clue where to start.
I want to create the blue hover effect as on this page:

Can anyone point me in the right direction?

you have some explanations here

to create your own custom effect, go in the admin menu >> image effect ck params
then click on the New button to create your new style. You will get an interface where you can enter the colors, styles, effects and have the direct preview in the right

Once saved, you can see your custom style listed in the select list when using the button editor to add the style on your image
