Probably on Joomla 3.1 it cannot be done, J4 must be used with such module (for Apache):

no one uses this security level, but I understand that you want to use it, you can
as said, if you know what to change in my extension, I can help, else you will need to wait few weeks until I have finished my current important projects

Found workaround using JCH opt...
