language not working

I want to change the language-strings and i changed already in English and in Dutch. But it's not working
COOKIESCK_INFO
COOKIESCK_MORE
COOKIESCK_ACCEPT

So i made a new folder nl-NL with the 2 ini-files - but i have still english.
i clear cache and renew my pages

Nothing is working

you must put your .ini files in
administrator/language

(if you put it in the plugin folder, it does not work)
