Use css of the theme missing

Hi,
in administration missiig a voice, to be exact is located in Styles Options,
the name of the entry is: Use css of the theme

from the side of the site is shown as a simple link

(In version 8 of the module "use css of the theme" has been removed)

parameters are all the same, but the result is different
The first is with the new version (menu.jpg)
the second is with the old version (menu2.jpg)
the css is not modified

please give me more details, and an url
have you activated the option ? or is the problem when you set it to no ? ...
You must explain me step by step so I can understand where is the problem, and may be reproduce it
