I'm trying to make a horizontal menu which has a drop-down horizontal submenu. Is this possible using this module. I've created my own theme and I'm trying to work it out with the css but currently the first level <li> tag is taking up the whole width of the second level <ul>. Has anyone created anything like this before?

it's strange that your items in the level1 are not aligned !
please try with the default theme or the css3megamenu theme, and try with another template to see if the issue disappear
