Due to several questions about this, I will explain the situation :
1/ in a normal way, on a computer
- Mouse over the parent item >> opens the submenu
- Mouse leave the parent item >> closes the submenu
- Click on the parent item (if it is a link to a page) >> redirects to the page
This is the expected behavior
2/ on mobile, with touch device
You must understand that there is no "mouse over" event on touch devices, only a touch which means "click". So here you have only one action
- Touch/Click on the parent item >> opens and closes the submenu
it will not redirect the page because it would never open/close the submenu then
What is the solution ?
1/ accepts that the parent item is not clickable, and construct your menu structure according to this info
or
2/ use the plugin maximenu mobile (paid addon)

which allows you to create a real mobile menu that can manage the link redirect and the submenu open/close
