do you mean with an anchor in the page and the link with '#' ?

Sorry, I think I don't mean it... I only would like to every element in menu could be a link. Every level of menu could be a link... No?

yes this is the native joomla behavior. Just select the type in your module manager, nothing to do with the accordeon menu :)
