Accordeon Menu CK expanded all menu when ...

the problem is not due to RTL because it works on some pages.
Try to dactivate the plugin "uyguntabs"

plugins/content/uyguntabs/uyguntabs/includes/js/behaviour.min.js

I wento plugin manager and disable uyguntabs, but with no luck..

I also went to /plugins/content/uyguntabs/uyguntabs/includes/js and rename behaviour.min.js to disabled.js... still expanding all the menus. This is strange since it happens only when I am in home menu.

I think that your menu structure should be reworked. Try to check your structure because all items have the "active" state, that is the problem.
