Is there a relation beetween template creator and those kind of tool that target boostrap ?
Does TC use class name ( CSS) , ID ( javascript ), typography, image/icon use by bootstrap Framework ?
After a template have been create using TC , is there modification to do inside index.php to use bootstrap ?

there no really relation between these tools and template creator
if you create a joomla 3 template, you will have the option to include bootstrap, this will load the standard joomla bootstrap files
