All Options are gone after saving the first time

Hi,
Today I've a very strange issue with TC.

I create a new template , choose one of the layouts (doesn't matter which one)
and it looks normal ( I see the css options if I hover over the blocks)

Then I save the template for the first time and after that, there are no options anymore !!! So I cannot make additional changes to my template.
I checked it with 3 different browsers... all the same

Does somebody see such issue before?

By the way, after installing the new 3.1.3 version on my site under themes, the second theme is able to load but the thumbnail is not displaying.

Yes, that's all checked.
Because I have a second joomla installation on the same server and there ,it works.

There must be something wrong in the current joomla installation but I can't found the solution for that behavior of TC .

did you install it with fantastico or quickinstall ? or something like this, or did you install manually ?

Sorry I'm a rookie so I didn't know what this meens.

What can say is:
At the beginning TC run's perfectly on that installaton of joomla.
Yesterday (without any changes on the system) I want to change somthing on my template, and I could see the css options anymore.
Now I'm searching for the failure in my system . I don't thing it's a real problem of TC because on my second installation it runs.

So I asked if somebody had have the same issue in the past.

these are automated scripts available on host provider. these may cause some issues

it seems to be something else for you, try to disable all your additional system plugins and test
