where is the menu setup panel? I mean how to set background/font/hover etc etc for the menu item

Hi
Click on the css icon on the block. If you want to do it for a block which is not a horizontal menu, first click on the "expert" button

yes it is possible. Like explained, click the expert button, then css for the left column and the menu tab in the css popup
