With this website the template was designed with another template creator. As you can see when the site gets smaller, so does the header photo.

ok I see
in the 1st example, it is an image as html element
in your other example with template creator, you have used background images. You shall use a module type mod_custom (custom module) and load the image in it, and remove the background
