This is my first time using Joomla's "Tags". Now I would like to know if I can format the tags in TemplateCreator. If "Yes" - where to do this?
I found the class .badge - is this the only option to format the tags - by custom css?

there is no option to style the tags, you must do that using the Custom CSS
The fact is that there are a lot, really a lot of css that are used to render the page, I can not add every style in the template creator interface
