Content in TC

I have 2 module positions that always appear in every template, in the same place, with the same content. They are for Accessibility reasons. I have a position called "Jump" right at the top of the template, and another called "Anchor" just below the breadcrumbs position. "Jump" has the text "Jump to content" in it, which links to an anchor called "anchor" (I know - very original!!). In "Anchor" I have an HTML anchor called "Anchor".
Both positions have custom CSS to hide the content when viewed other than by a screen reader. Is there a way already to hard code this into a template, or is there a simple way to add this to an upcoming update to TC?

there is a "custom code" block that you can use to write your own code, you can put it anywhere like a module position
