trouble with anchors

Hello

I am having some trouble with Table of Contents CK where my headings already have anchors in them.  Entries are created in the table of contents, but without links.  (Links are, in fact, in the code, but they are empty.)  Is there a setting I can change to make this work?

can you please give me an example of a title with anchor code, so that I can check and try to reproduce it

I posted a link in the private part of the first message. There is a TOC at the top of the article - the red links work (h3) but all he other headings have anchors and no links appear.
