may be that I don't understand your request ... when you are talking about "rollover", do you mean a rollover effect like the effects in Image Effect CK, or do you mean something that reveal another image on mouseover ? this 2nd option does not exist in Image Effect CK, nor in Page Builder CK ...

ok as said just before, unfortunately
