Component install error

Joomla 3.9.2 and also Cookie plus Component

But installation and/or upgrade is not possible

I check this with two websites but same result

In use com_cookiesck_1.0.0.zip want to upgrade to com_cookiesck_1.0.1.zip = not work!

Automatic upgrade = not work
Manuel upgrade = not work

I re-download com_cookiesck_1.0.1.zip
Than use normal way ... (Joomla Update System) = NOT work
Also use manually way = Works

if you install it manually do you still have the same error (extensions folder missing) ?
