CSS unloaded?

Starting from today, the backend of my template seems messed up.
As you can see in the attached image, it appears as CSSes have not been loaded.
Cleaned the cache: no change.
Used another browser: no change.
Has someone an idea?

Yes: I cleared the Firefox cache and I tried with Chromium: same error.

please try to install the 4.0.9 again and check that you have a success message
it seems that there are still some old files that were not replace during the installation
