Module not honoring settings - Link type->Display

I have checked

The standard menu is on top. It will not show the children eve with 'end level' set to 'all'.

you don't see the submenu, does not mean that it is not loaded in the page

the submenus are there, but hidden by
.readon, .moduletable .unstyled {
display: none;
}

so for me both modules are working the same

Another user had changed this menu without telling me.

See attached. You can view the site again if you have time.

The joomla core menu does not show menu items that are marked as display in menu no.

The accordion menu does.

I used firebug to remove the unstyled from li of scholarships on b4.iahcsmm.org/resources/scholarships.html .

You can see JIKO Test does not show in the core joomla menu.
