- When I switch the language to Arabic all the custom CSS I made applied only on the template with English language.
- When over scroll upward every thing disappear and the menu float to the left see the attahced

you have created 2 different templates, so may be that in the arabic one you don't have put the custom.css in the correct place
my question : why do you create one template per language ? one for all shall be ok

I tried to solve this by making another template... but it didn't work. the same result even I made the same custom CSS for both templates

by my side it float correctly on both languages
I only use one template when using multilaguage, I don't see why you should have 2 templates
