Issue with fixed wrapper ane menu # links
Minor issue:
When using a fixed to top navigation menu and then using #module within a menu item link, the page scrolls fine to the module, but the module goes to the top of the page, thus the top part of the module is hidden behind the fixed wrapper.

if you use Scroll To CK to scroll, you can select in the plugin option the vertical offset to avoid your elements to be in a bad position

I think you misunderstood (or I explained poorly).
It isnt the 'scroll to top' plugin that is the issue, that works perfectly fine.
I have the menu items on the front page scrolling to anchors (a built in joomla feature):

you can see in the above image that the 'Fire Systems' link is set as an external URL in the parent.
It is set to use the 'fire-a' BLOCK as its anchor.
Unfortunately, this means that it sends this block to the very TOP of the page, behind the fixed menu, so that the top of the content is hidden.
I tried working around this by creating an anchor in the content itself, but the same issue is present.
**EDIT**
Figured out a workaround - I used the menu item to anchor to the WRAPPER name rather than the module name.
Its not perfect - it just so happens that my wrappers have a padding of 150px, so this can compensate.
It would not work for wrappers that have no padding (or whose padding was less than the height of the fixed menu)

actually you don't use the Scroll To CK plugin as smooth scroll for your anchors because you don't have the "scrollTo" css class on your links
If you used it, you could set an offset to the scroll that would avoid your anchor to be behind the fixed element. You can edit hte plugin >> system >> scroll To CK to see what I mean
additionnaly, the scroll/anchors feature is not something managed in the template
