Enable templatesettings from the front end

is it possible to include this:

This would allow Site Admins to do things like change the logo or company name without logging in to the back end.

this shall work, as according to the doc

If no such file included in template folder, this component will take all the config fields mentioned in the templateDetails.xml

so you shall have access to all settings
